In Terms of OS, i agree that our options are very limited with just "Mac OS" and "Linux based OS" & "Windows OS. One thing to keep an eye on is cloud computing. it has changed the way we store and access files.i personally believe the evolution of file management is gonna involve AI somehow in the near future.
While i understand your thoughts about designing a new OS, You also need to think about the risks associated with user adoption. Microsoft themselves tried to do this with the windows phone (i owned one for many years). Developers didn't adopt to it and it ended up dying a sad death because of lack of apps. History would most likely repeat itself if a new OS came along. The Re education involved would be a huge turn off for most developers and a lack of apps would turn off most users.
Anyways that's my two Cents.
