Add Duplicate during Customize mode?

Care to add "Duplicate" function instead of the current Copy -> Paste -> Screw my Clipboard approach?

Drag while holding Ctrl.

(In Editing the Toolbar in the manual, under "Duplicate an existing button".)

I was expecting to be visible as copy,paste and the other right-click tools.
