Auto Convert and ftp any image in a specific folder

I'd like to have the ability to automatically make a medium sized jpeg of any Canon RAW CR3 file that appears in a specific folder, and then have that DO-created JPEG file automatically upload to a specific FTP destination.
Is this possible?
