While you don't have to for this, you can add multiple toolbars to that area here in Preferences:
Any toolbar in that area can be edited while in Customize mode (Settings > Customize Toolbars), and while in that mode you can simply drag & drop folders to a toolbar to create buttons which go to those folders.
