Cannot restore customised toolbars after upgrade to version 12

Despite the reassurances about being able to restore my version 11 customised toolbars after upgrading to version 12 I have not been able to do this. I reset the toolbars to the version 11 toolbars via Settings ... Customize Toolbars ... which works fine until I restart Directory Opus, which then then displays the standard toolbars and not the ones I want.

Any help or advice would be much appreciated.
