Command to change label of a path, without going there?

Can someone please help me with something. I want to set label color in background without actually navigating to the file/folder.

I try this with no luck:

"C:Windows" Properties SETLABEL=Red

This works but you takes you to file/folder which I do not want:

Go "C:Windows" Properties SETLABEL=Red

So is there a way to color a path, without going there?

Properties C:\Windows Setlabel=Red
