Context Menu "Rotate Thumbnail"

Hello, I have tried everything to try to remove the non-functioning "Rotate Thumbnail" context menu that shows up for all files and folders. It does not show up in File Explorer. I have tried DebugView and that shows:

But cannot find how to disable/remove, this is a screenshot:

If Opus created it you will find it in Settings > File Types

If it's from something else, Glary Utilities (the free and portable version is fine) can remove it.
