Recently I have discovered that Copy EXTRACT is unable to extract files from archive if the archive's name does not have an appropriate extention.
Is it a bug, or is it by design?

By design.
You can add to the list of zip extensions, but ones handled by the Archives plugin are currently hardcoded.
