For me, it works as it should. Tested to be sure again. turned off Powertoys(fanzyzones) just in case too. Also tried restarting with the setting to open a lister on startup.
I am showing my settings here, see if that helps with the problem.

- New config file for 13, not upgrading from Dopus 12.
- Under Launching Opus I have set "Open the Default lister" on all the different ways to open.
