Disable column auto-size universally?

Hello everyone!

For the love of God I can't figure out how to siable column auto-sizing universally! I'm editing the User Default format (and disable it, and not even that sticks... It's been driving me crazy, what am I missing?

After turning it off in the current window, Settings > Set Lister Defaults.
