Preferences / Display / Colors and Fonts / File display border - Source

The Text color is used for the close button, as well as text on the same toolbar.

If you change the Background color, you should also change the Text color so the two contrast and are visible.

Well, it was a little darker in Do11

But.... why the hell was my text and background white in the settings? Because the text in the location bar appearaed quite black to me.

If you're using Windows 7 then literally nothing about the way that bar is painted has changed between the two versions, that I can think of at least. (On Windows 10 some things have changed.)
