In DO8 when I pointed the mouse to a mp3 file a tooltip came up showing some tag info. Pointing to a jpeg showed the EXIF info and a thumbnail. In DO9 just the barebones file info comes up. I do have Enable file InfoTips in all display modes, all local drives set.
Have a look in Settings -> File Types at the Info Tip tabs for the various File Type Groups.
If they're missing/empty then the quickest way to get the info back is to use the Samples button at the bottom of the dialog.

Yes, I have the same problem after having upgraded to 9 from 8 and was about to post the same issue of images not showing up when hovering mouse pointer over a file name.
Is there anyway to automatically getting this functionality back rather than going through every format and using the sample in the info tip?
I had the same issue until I read the manual, then copied the example layout as well. I expect not every one wants all the info shown, leaving the with a blank canvas to set up as desired.
You don't need to edit many things, just the three Images, Music and Movies file type groups, and maybe All Files and All Folders at the top. Most other things inherit their Info Tips from those things. There's no need to individually edit every image file type or anything like that.
It is a bug if you had InfoTips defined in Opus 8 and they weren't converted so that should be fixed, but it's easy enough to workaround/fix.
