If the delay is long enough to give you time to click a few things, you could try making some process snapshots while the delay is happening and send them to us:
Using ShellExView 64-bit to disable all Drag & Drop Handler and Drop Handler shell extensions may also be worth a try. (Sort by Type, select the extensions, then right-click to disable them. After testing, enable them again in the same way.)
