"Eject" in drives toolbar question

I've noticed the right-click/eject option within the 'drives' toolbar, is available for external USB flash drives but not for external USB hard disks. Is this a Windows limitation?
It'd be nice to have it for all external drives, it's so much faster than using Windows' remove icon.

There are tools which will eject drives which you can use to make buttons/hotkeys/menus which eject drives in Opus, though...
