Entering Customize Mode via Preferences doesn't put toolbars into Customize Mode

Entering Customize Mode by opening Preferences shows the customize shortcut (mini-toolbar), but it doesn't actually put the toolbars into Customize Mode. As a result, right-clicking a toolbar does not show the "New" context menu. Additionally, clicking the "Customize" option in the context menu spawns a duplicate customize shortcut mini-toolbar.

I'm not sure whether this is a bug or intended behavior.

Sorry, I think I got them mixed up. I mistakenly thought opening Preferences also put the program into Customize Mode, but I see now they are two different things.
