Find or sort folders by modified dates of files/folders within

Is there a way to do either or both of the following?:

• Cause Directory Opus (or Windows) to update folder modified dates upon ANY changes within the respective folders (new/duplicated/copied to/moved to/deleted/modified/image resized with or without overwrite, etc.)

• Find files modified on/after/before specified date time, BUT list the containing folders in find results, instead of the files themselves
