Flat Mode is not persistent during navigation

I apologize if I'm missing something obvious here... but I'm doing some work on some files with the Folder Tree on the left and the folder contents on the right. I want Flat Mode (Grouped) to be active, but when I select a different folder in the tree, the flat mode is not retained for the new folder that is displayed. This isn't governed by Styles or Layouts and the format lock only seems to lock the columns being displayed

Is this a limitation or am I missing something?

Search Preferences for Flat and you'll find this which should do what you want:
