Float on top of taskbar

I'm trying to make my own "jumplist" toolbar. I tried Jump List Manager and Jump List Launcher: not good enough.
So I turned to good old DO, and made myself a menu button.

Now I'd like to place it on my taskbar as a "pinned icon". The floating toolbar stands on top of the taskbar, and as long as I only touch icons on the taskbar, everything is OK. But when I touch an empty space on the taskbar, the floating taskbar falls behind the taskbar.

Is it possible to make a floating toolbar always stay on top, even on top of the taskbar?

The only way would be to make the taskbar itself no longer "on top" but I'm not sure that's possible in Windows 7.

Jump List support in Opus itself is coming, however...
