Floating Toolbar Hanging

I'm experiencing problems related to floating toolbars including not being able to move them and DOpus hanging frequently.

I create new toolbar
Right click new toolbar and select 'Float' from context menu
Intermittent hanging commences (while in customize mode)

Occuring in 12.0.15

Does it happen with all toolbars, or make a difference what's on the toolbar?

Yes, happening with all toolbars and doesn't matter what's on the toolbar.

I should have caught this earlier. I found another program that was running in the background was causing the problem.

What was the other program, in case we can avoid triggering the issue, or in case other people run into a similar problem?

I know at some point in the past floating toolbars and WindowSpace worked together without issue. Wether it's something that changed in DOpus or WindowSpace is yet to be determined. I'm going to try downgrading the program to see if that helps.
