Floating toolbar not honoring LOCAL switch is this expected?

i have a button which turns on my floating toolbar with the command::

Toolbar NAME=FloatBar1 LOCAL STATE=float

problem is when I close the lister the floating toolbar stays on the screen. but by the definition of the LOCAL switch the floating bar should only appear in that lister ... so when it's closed the floating toolbar should close with it, right ?

is this a bug or just the way things works ... cause the LOCAL switch seems to work properly for other types of toolbars . ..

LOCAL/S: If you specify the LOCAL switch when opening a toolbar, the toolbar will only appear in the current Lister rather than appearing in all Listers.

Local toolbars are local to a single Lister; when a toolbar is floating it's not attached to a Lister at all.
