Hardlinks are very different to shortcuts and even symbolic links. There isn't any one name/path that's the "definitive" version of the file which all the others point to. They are all equal and all point to the same piece of data as peers. So if there was an overlay, it would appear on all instances of the file in question, including the "original" one that existed before additional hardlinks were added to it.
It could be done using a shell extension. There are some shell extensions that deal with hardlinks, but I don't know them well enough to know exactly what they do. Any that adds an overlay to File Explorer would also work in Opus.
(Could probably also be done via scripting and labels, but the performance wouldn't be as good as via a shell extension, at least in general.)
