How do I put a toolbar below the current toolbar?

I used the grab handle on a toolbar and hosed their layout and can't figure out how to unhose it with the grab handles. I did get it back by turning toolbars off and on until they were arranged the way I want but I'd already typed most of this and I think there has to be a way to do this without the toggle on/off that I stumbled on.

I have the Menu, Operations, and Favorites toolbars enabled and they're stacked in that order.

When it was hosed I ended up with the Menu and Operations on the same line and Favorites docked to one side of the window. Sometimes when I moved them the Menu and Operations will stack (each on it's own row) like they used to but they wouldn't do it consistently and if I tried to drag the favorites back up it would move Operations to the same line as Menu.

Is there an easier way to arrange the toolbars?

Dragging should be all you need.

If it's a toolbar you toggle often, you can use Toolbar Sets or commands to open it in a particular place without having to move it around each time.

Well, this is frustrating. It works now. Your video is exactly how I expected it to work, but it wasn't, and now it does.
