sorry if this has been posted a zillion times and yes I tried doing a search. I don't know the precise name for the feature but its the bar in V9 that has the tabs to switch between dual and single screens, etc. I know about the button but I prefer the tabs. Thanks.
Just activate the toolbar named TABBAR.

great, exactly how would one do that? its not a right click option off the main program and 'tab bar nor tabbar' yield anything off a search in preferences. just give me the steps please and thanks.
I think you would right-click any empty space in any toolbar, move the mouse pointer over Toolbars in the resulting list then click TABBAR in the resulting list, BUT I don't have a TABBAR in my list. I'm not sure if it would have been necessary to have installed 10 over 9 to have that.

From a FAQ I haven't quite finished writing / screenshotting:
