I don't understand what's with the keys in the copy?

So here's one of the drop-downs in the copy function.

I can click on Shift or Ctrl and nothing happens but some flashing isn't that why these keys are here as shortcuts or hot keys?

Keep shift pressed and the button name changes to Skip All.
That way, if you know the effect of shift and ctrl modifiers, you don't need to open the button menu and get directly the effect you want.

If you're not sure how something works, you can usually push F1 to open the manual page for it and get the details there.
