Icon for creating new text document

Is it possible to put an icon on the toolbar that will create a new text document? I can't find how to do this, though I think it can be done.

Any help would be most appreciated.

This is what I want, but I don't understand how to make it come about. Whare do I enter: FileType NEW=.txt
or the alternative: I just use on Function:
"c:\Windows\Notepad.exe"

I found the Settings - File type editor, but there are lots of empty boxes to fill once you click on New.
