The sizes can be whatever you want.
You can use the Global Scaling size under Preferences / Toolbars / Appearance to adjust the built-in icon sizes.
Or you can create your own icons (or icon sets) which use custom sizes.
Standalone icons can be in standard .ico or .png etc. image formats.
