Layouts in Desktop context menu split up

If Preferences / Miscellaneous / Windows Integration / Display layouts in a sub-menu is checked, the desktop context menu looks like this:

If it is unchecked, the entries get split up like this:

It's the same in v12. No big deal, only a cosmetic issue, just a bit odd. Sometimes the entries are split evenly (two up and two below), which makes me think it might be a Windows bug.

It looks like a Windows bug, unless we're doing something subtly wrong.

I think I've found a workaround, by adding the menu items lower down the list.
