Description of problem: Hover over an item it list or icon view. A popup ("tooltip" style) appears with the item info. Move the mouse cursor to an item directly next to the current item. No info popup appears. Continue moving the mouse cursor to the next item. An info popup appears.
Summary: Lister item info popups in list or icon view only appear for every other item as the mouse cursor moves from one item to the next.

When the cursor moves to the next item, nothing appears even when moving the cursor back-and-forth over that item. If the mouse is moved off of the item into the empty lister space and back onto it, that is just starting the process over. It doesn't matter what item you start on, the first item will get an info popup, and the ones next to it will not get info popups when the mouse is moved over them. You have to move the mouse from one item to the next without moving the mouse into the lister empty space. Again, details view works correctly.
On Windows 10 (Build 14393, a fresh install and upgrade), I am now experiencing the behavior you describe above. I hold, that correct behavior would be for an info tip to always appear when the highlighted item changes and the mouse is hovering over the item. Perturbing the mouse should not be required. Do you agree?
