*Minimum value* restriction doesn't work for UpDown control

The Minimum value restriction for UpDown control doesn't work in this dialog:

RandomNames_Leo_notwork.dcf (10.9 KB)

But this restriction works fine if the Maximum value restriction is also specified:
RandomNames_Leo_work.dcf (11.0 KB)
