This happens in two situations (at least) - when exporting installation to USB and when FTP password must be entered.
A lister behind "Backup & Restore Configuration...", or "Password required for..." windows is unaccesible.
This is not a big problem, but does not seem to be intentional behaviour.

There are some reasons for it in the few cases which do it.
You can always open a new window if needed.
Having looked into it, we can probably make the Backup/Restore dialog non-modal.
