Move Infotip popup location

Hello! Is there a way to make Infotips appear at a user-definable set of coordinates, relative to the mouse cursor? I would like to have my Infotips always popup at the middle-right of the screen, as currently, my mouse cursor always covers some of the Infotip.

Or maybe, is there a way to make an Infotips always-on-top (so it covers the cursor completely), then make the Infotips disappear after I move my cursor? Thank you.

Not currently, no.

Infotips should appear below the mouse cursor. If the cursor is overlapping them, that doesn't seem right, unless you've configured Windows to use over-sized cursors, perhaps. We can look at that if you tell us how to re-create it.
