Windows File Explorer has a setting to create Network Location without mapping a drive letter. This is still my only use for File Explorer. I did search in the Commands but there are only the settings to connect or disconnect a drive letter

You can access UNC paths directly, just by putting them into the location bar, favorites, aliases or toolbar buttons.
Adding a network location isn’t really required or useful AFAIK, if you aren’t mapping a drive letter to it.
