Toolbar(s) there are special, as they'll be duplicated above each file display when in dual-display modes.
You can configure which toolbar(s) appear in that position at the top of Preferences / File Displays / Border:
Select the toolbar you want in the left list and click the arrow to move it to the right list. You can move it up and down to change the position relative to the other toolbar(s).
