No Utility Panel in Directory Opus 12

I've been trying to use the duplicate file finder feature but can get Utility Panel to appear. I searched everywhere and it show that Utility Panel will appear after I click Tool > Find Files. A Find File lister appear but no Utility Panel. What do I do?

The Duplicate File Finder requires Opus Pro.
