I went through the FAQ's and in 2009 there is a procedure "How to add comments/descriptions to files and folders". Under Settings-Preferences-Folders there is no Option selection (Ver 10). Has this ability moved or have a new procedure?

That FAQ is quite out of date. Thanks for drawing our attention to it. We'll get it updated when we have a moment.
To set descriptions, select some files and then, on the default toolbar, click the arrow that's attached to the right of the Properties button. In the menu that opens up there's a Description command.
There's also an option in preferences, Preferences / Folders / Folder Behaviour / Use 'descript.ion' file comments system instead of NTFS comments.
Using NTFS comments is probably preferable, but you might want to use descript.ion for non-NTFS drives or compatibility with other programs which use them.
Some file types can store the descriptions inside their own tags, but others rely on NTFS metadata. Note that the metadata can be lost when files are edited or copied, depending on how the tool editing or copying them does things. (In Opus, you may wish to turn on Preferences / File Operations / Copy Attributes / Copy metadata (comments, keywords, etc) and (in the same place) Preserve the descriptions of copied files if you want descriptions preserved when copying.)
