Add option to Toggle Black/White Background in Toolbar Icon selector.
(It could also be a color swatch that opens a color picker).
If one has a light colored icon set the current dialog makes it difficult to see.
Also make the color option persist so it can stay locked in.
This will be useful for theming dark interfaces.
