Pasting file into a highlighted folder behaves differently for 'ctrl+v' and mouse right-click paste

Trigger a 'Cut' or 'Copy' action on a file or folder.

Then, click on a target folder to highlight it. After target folder is highlighted, use keyboard 'ctrl+v' to paste. The pasted will become a sibling of the highlighted target folder, meaning it will have the same parent (the folder I'm currently in, the one shown in the location bar).

Another way to paste is to mouse right-click a target folder and then select 'Paste". But doing it this way, the pasted will become a child of the highlighted target folder, which I prefer.

Are both paste methods suppose to behave differently? Or, are they suppose to behave the same?

It's nothing specific to paste. Highlighting a folder doesn't make it a target, it makes it a possible source for the next action.

Right-clicking on a folder displays a context menu for that folder and so anything chosen from that menu naturally works on the selected folder.
