At first look it seems this is possible see below.
I copy a path format and past it as shown, but nothing happens.
Am I doing something wrong?
It looks like you're pasting it over the top of itself. What are you expecting to happen in that situation?
Ah I have worked it out thanks to your comment Jon.
You cannot it seems create a full paste of the copied folder format.
The cursor in this case moves to an existing folder format wherever the mouse is located when I hit the RHS click to bring up the context menu.
Selecting Paste then pastes the copied folder format attributes to the newly highlighted folder format.
