Hello, I am not certain if this feature was removed in version 13 or if something else is going on.
I have been "tweaking" my layouts again and I may have inadvertently screwed something up.
I had the same issue once before (see here Same issue with version 12
I have attempted the same steps that fixed the issue for me with version 12 but to no avail.
I am still on the same computer as before but on the latest update.

Version 22H2
Installed on 8/28/2020
OS build 19045.4780
Experience Windows Feature Experience Pack 1000.19060.1000.0)
I do still have the "Saved Layouts" in my toolbar that allows me to switch and those function normally
