Renaming file from folder name

Is it possible to rename a file to the name of the folder that its in? e.g. folder name='Workshop Tips' filename='3423434.pdf'. I'd like to select the pdf file and rename it without going through the multi-step folder- rename/copy/file-rename/paste that I currently do.

I've searched through old renaming posts but can't seem to find it.
