It's a known problem, but it's a bug in Windows, not Opus 
Opus's own set-wallpaper command works, if you want a workaround.
(Put Properties SETWALLPAPER=menu into the context menu of the Images file-type group.)
If anyone's curious about the bug in Windows 7, the attached program + source reproduces it outside of Opus. ShellExecuteEx with the "setdesktopwallpaper" verb = crash.
