Show "Info Tip" only while the Ctrl or Shift key is held down

I want the info tip to be displayed only while the modifier key is held down:
Show info tip only while the Ctrl key is held down
or
Show info tip only while the Shift key is held down

More options? For example:
Show info tip only when hovering over the filename
Show info tip only when hovering over the icon
