If its False I can click in a file name and edit it, if its True I can't - that seems to be the inverse of what the name and description imply

That setting is for a very specific situation, which is described in detail in the manual. Click the help button at the top-right of the Preferences window for detailed information about any option.
I think my settings meet the very special conditions - I can hover over Size, click and change the name - providing single_click_rename is False.
So Enable is True means I can't do, and Enable is False means I can do - I better ask Warwick University for a refund on my English degree

I'll take a look at the code (using my computing degree from Oxford) but that is not what happens here.
I've looked at the code and there is no way I can see that the flag would have a reversed meaning unless something really weird is happening and causing this as a side-effect.
If it's off it does nothing and if it's on it enables inline-rename in a situation where it wasn't enabled.
I suspect something else is confusing the issue. e.g. A click will not start inline rename if the window is not already active and the source, and if you're going back & forth between the lister and the Preferences window to change and apply the setting (you are clicking Apply, right?) then you'll need to click the lister once to activate it before you can click on a file to rename it.
If you're really sure it isn't working, please post a screenshot showing where you are clicking to initiate the rename (or even better a video if you have a way to make one).

Where did you click to start that rename?
Are you definitely in single-click, full-row, details mode? (Do you get underlines on the file labels when you put the mouse over them?)

leo, I've changed a lot of my settings since then - e.g. single click is now off, the columns are not the same, etc etc. I don't have my settings from 10 days ago, I keep the backups for 7 days.
I think I clicked on extension - because in that folder its the only other column I can see because of the long file names, I might have clicked on modify date elsewhere. Pretty sure I was seeing underlines, and I was going in & out of Power Mode
Its possible that I changed the setting and did not Apply it - done that more than a few times
However I fiddled with it for a while so I think i would have hit Apply. Besides, I think I'm right in saying "if I switch away from one settings group to another group then the Apply gets done automagically". I'm 99% sure I would have gone to the File Displays->Options and File Display Modes->Power Mode to look at Single Click and File Selection/Full Row settings.
I don't have time to try to recreate the same conditions I had 10 days ago. It wasn't a problem then - just an oddity; so for me at least, its not a problem today.
