how can I speed up the start of DO?
It takes too much time and it seems to me it's getting slower and slower.
Additionally, version 9.1.3 is very "RAM-hungry" 
9.1.3.0 didn't change anything regarding memory usage AFAIK.
Clear out any unused File Collections.
Remove any background images, icon sets, etc. which you aren't actually using.
If you have lots of toolbar buttons which have icons from external applications (e.g. like a launch bar) remember that all those icons have to be loaded at startup if the toolbar is switched on. (This includes sub-menus, not just what's initially visible).
Disable any plugins which you don't use.
