Every time I turn on my computer, there is always a waiting screen. As shown in the figure below. It takes about 20 seconds. This problem has not occurred in any previous version.

What kind of folder is it?
Does it contain any shortcuts? Do any point to network folders?

This also happened to me yesterday, same version, there are hundreds of folders in it, and it is the same when I go up to the previous directory (only three folders), I switched to another file manager and turn off the computer after processing. Everything is fine after booting today.
So the problem is only with the This PC folder right after booting the machine?
Windows may still be establishing the network drive links there. Or if one of the servers is unreachable, it may delay things by up to 30 seconds as that is how long Windows waits before timing out.
If there are drive letters mapped to servers that aren’t actually there, it can cause delays in various places (not just in Opus), and it’s best avoided if possible. Using UNC paths instead of mapped drive letters works with most software these days, and avoids the issue.
