When using directory opus side by side with another app and when using the other app it useful sometimesto be able to mouseover a file in directory opus and see more detailed infos. Please put it on the list.
I don't think this will be possible without focussing.
Edit/correction: Works in other apps on non-focus (Acrobat, Edge,...). Never tried before

Tooltips for toolbar items are displayed whether or not the window has focus.
Info-Tips for files are only displayed when the window has focus.
They're two different things, really, although we could make both work the same way. Not sure which way around would make most sense but I'd be leaning toward not showing tooltips without focus, as it can be annoying to have things pop-up when you're using something else and had just moved the mouse out of the way.
It's one less click when checking sizes and names of thumbnail images (labels off, maximise space) when trawling for images in the browser.
+1 for tooltips when window not focused.
Can always add it as an option.
