Unable to resize Opus' window from the top-right if Close button highlighted

With the cursor attempting to resize the main window from the top-right will not work if the Close X button is also highlighted (red):

The cursor must be further away from the window so that the X isn't highlighted, then the arrow cursor will be able to resize.

Missing detail: Move top-row toolbars into the window title bar has to be turned on for this to happen.

With that on I see the same thing as you; confirmed.
