Utility Pane vs. Hotkey

When a utility panel (e.g. Synchronise, or Duplicates) is opened then the following sample hotkey, which in my case is tied to Ctrl-Shift-Z, does nothing. When I close the utility pane, it works perfectly.

On further investigation, it seems that the utility panel unobtrusively steals the focus when opened. If I open the utility panel and then click on the File Display header bar, the hotkey behaves normally. At no stage does the File Display header bar change colour to indicate that it has lost focus.

Nothing seems wrong or unusual there. Compare to what happens when, say, the Location field is active.

The file display header changes colour when the Lister activation state changes, not when the file display itself gains or loses focus.
