Where is the setting for default copy/move treatment?

It seems that something has changed in DO regarding the default copy / move treatment. When I drag a file to a destination lister (different folder, same drive), the default treatment used to be a move but it's now a copy. I know how to change the treatment at the time of the file operation by holding down the SHIFT key but I'd like to permanently change it back to Move. I've searched the Preferences dialog to see where this is controlled but can't see anything under File Operations.

I've recently upgrade to 9.5.6.0 but this has been going on for awhile so it might have changed in the previous release.

Settings -> File Types -> All Files and Folders -> Events

(Assuming it hasn't been customized for specific file types.)
