Why doesn't "Clipboard PASTE AS=ask" ask?

I do almost all file movement with Ctrl+C or Ctrl+X and Ctrl+V.

I just noticed that Ctrl+V is defined as Clipboard PASTE AS=ask.

I don't want it to ask, but I'm wondering why it doesn't?

It will if you're pasting image data.
